The Board of Directors of the Winchester Education Foundation is pleased to announce the unanimous appointment of Carl Rush as the Foundation’s next President, effective July 1, 2025.
Mr. Rush is a seasoned and transformational leader with an accomplished background in public education, nonprofit governance, and civic leadership. A proud 1997 graduate of John Handley High School, he previously served as an educator and administrator within Winchester Public Schools, where he earned a reputation for strategic thinking, innovation, and a strong commitment to student achievement.
A mission-driven leader and dynamic connector, Mr. Rush is widely recognized for his ability to bring people together around shared goals, foster strong public-private partnerships, and deliver results that align with community priorities. A lifelong resident of Winchester, he has deep ties across the region and a long-standing commitment to improving outcomes for students and families.
Mr. Rush has built a distinguished career in public service, advancing to executive leadership roles within local government where he has led complex strategic initiatives and consistently delivered results aligned with community values and priorities. Known for his collaborative leadership style and results-oriented approach, Mr. Rush has earned the trust of elected officials, staff, and community stakeholders alike through his ability to translate vision into action and drive meaningful progress on behalf of the public he serves.
As President, Mr. Rush will guide the Foundation’s strategic vision, expand its philanthropic footprint, and work in close collaboration with Winchester Public Schools and community stakeholders to support innovative programs and student-centered initiatives.
“I am deeply honored by the Board’s confidence in my leadership and humbled by the opportunity to serve in this capacity,” said Rush. “I also want to express my heartfelt appreciation for the late Senator Russ Potts, a dear friend and mentor whose enduring love for this community, especially its students, helped shape the mission of this Foundation. Russ was a connector in every sense. He brought people together to make things happen. It is a privilege to carry that torch forward. My goal is to build on his legacy by expanding access to opportunity, strengthening relationships across the community, and ensuring that every student in Winchester has the tools to succeed. I look forward to building a strong Foundation and Board united by a shared vision. One that advances our mission and invests boldly in the success of future generations. One that embodies the legacy of Russ and embraces innovation.”
